The primary functions and duties of the Telecommunication Regulator of Cambodia are to ensure effectiveness, transparency, and quality in the telecommunications and ICT sectors while safeguarding the interests of service providers and users. These functions align with the strategic development plan and legal framework established by the Royal Government of Cambodia through the Ministry of Post and Telecommunications as the technical guardian. They are strategically crucial for achieving the Cambodia Millennium Development Goals, which promote investment, enhance national economic growth, and alleviate poverty. Therefore, it is essential that these duties are performed with due diligence throughout the country to serve the needs of the people.

As providers and users of networks and telecommunication services, civil servants and individuals working under the Telecommunication Regulator of Cambodia must possess four core qualities which are as follows:

As regulators of telecommunications in Cambodia, TRC plays a pivotal role in aligning the sector with development goals of the Royal Government of Cambodia, enhancing regional integration, and supporting the nation’s journey toward greater connectivity and prosperity.
Mission

TRC performs its missions in response to the needs of consumers, operators, service providers, and suppliers, in line with the Royal Government of Cambodia's policy towards ASEAN Economic Integration and Regional Globalization. The missions of the TRC include, but are not limited to:

Implementing the National Broadband Policy and Strategic Action Plan adopted by the Royal Government of Cambodia.

Enforcing policies and regulations related to the telecommunications sector and information communication technology, as devised by the Ministry of Post and Telecommunications.

Promoting public understanding of telecommunications and ICT sector;

Guaranteeing that consumers have access to acceptable and quality services at affordable prices.

Providing transparent regulatory processes and guidance and enforcing regulations to ensure fair competition and efficiency in the telecommunications industry.

Following international standards and practices that contribute to the development and modernization of services and infrastructure.

Ensuring the best use of scarce resources such as frequency spectrum and telecommunications numbering.

Consulting regularly with consumers and service providers while facilitating collaboration in the telecommunications industry.
About TRC

The Telecommunication Regulator of Cambodia (TRC), established by the Law on Telecommunications in 2015, plays a crucial role in regulating Cambodia's telecommunications sector. As a public legal entity, TRC operates autonomously and independently from telecommunications operators and other individuals in the industry.

The main objective of TRC is to ensure fair, efficient, and transparent competition in the telecommunications sector. To achieve this goal, TRC formulates regulations and guidelines for the operation and provision of telecommunications services and networks in accordance with the Royal Government's policies. These regulations are implemented through the enforcement of relevant laws and serve as the legal framework for the sector.

In addition to its regulatory and arbitration roles, TRC also supervises the telecommunications sector. TRC monitors compliance with regulations, investigates possible breaches, and takes appropriate action to maintain a level playing field for all industry players.Act as a policy maker to review and decide on proposal for revision and/or amendment of laws, regulations, and policies related to digital security.
